can someone explain me why boinc lost so much computing power since juni 2017? (referring to the statistics on this site)

Then this project was the reason why boinc got as many hosts at all. the host stats showing a rise and drop to 1.5M from 16M.

Also, are there any projects that use the entire CPU for one task rather than assign 1 thread to each? ...or core, I suppose.
